The blood of atonement was to be sprinkled upon the mercy seat (Leviticus 16:14,15), where God's presence was manifested between the two cherubim. Note also Romans 3:25 where "propitiation" (hilasterion in Greek), speaking of the atoning blood of Christ, also means "mercy seat" (compare to Exodus 25:22; 33:9,11).
