Not to believe in God's Covenant of Grace from eternity would be an insult to God, to both His attributes and decree. Why?

What rich security is lost by those who deny the truth that nothing depends upon man but all depends upon Christ, as Head of the Covenant of Grace?

The Covenant of Grace from eternity is closely connected to God's decree of election, but the two are not identical and should be distinguished. The decree of election determined who are to be saved - their number; the Covenant of Grace from eternity (the Counsel of Peace), determined how the elect were to be saved - the way.

The Covenant of Grace in time is revealed throughout the Bible. In the following examples, Scripture speaks of the performance of God's plan of salvation in time, through Christ, in the hearts of His children, as a gracious covenant relationship:

The Biblical Basis For The Covenant Of Grace In Time

And I will establish My covenant between Me and thee and thy seed after thee in their generations for an everlasting covenant, to be a God unto thee, and to thy seed after thee.

- Genesis 17:7

And God said, Sarah thy wife shall bear thee a son indeed; and thou shalt call his name Isaac: and I will establish My covenant with him for an everlasting covenant, and with his seed after him.

- Genesis 17:19

For this is as the waters of Noah unto Me: for as I have sworn that the waters of Noah should no more go over the earth; so have I sworn that I would not be wroth with thee, nor rebuke thee.

For the mountains shall depart, and the hills be removed; but My kindness shall not depart from thee, neither shall the covenant of My peace be removed, saith the LORD that hath mercy on thee.

- Isaiah 54:9-10

Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them; and I will place them, and multiply them, and will set My sanctuary in the midst of them for evermore.

- Ezekiel 37:26

For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put My laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to Me a people.

- Hebrews 8:10

And for this cause He is the Mediator of the New Testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance.

- Hebrews 9:15

From eternity, the Lord Jesus Christ agreed to serve, and in time He perfectly fulfilled all requirements as second Covenant Head and Representative Head of His church. In this position, He is named the Head, Mediator, Surety, Minister, and Testator of the Covenant of Grace, as the chart on the following page demonstrates:
