After the national form of God's revelation was established with the giving of the law at Mt. Sinai, Moses sprinkled the blood upon the people.
After the ecclesiastical form of God's revelation was established on Pentecost, the Spirit was poured out and rested upon the people.
What parallels can you observe between these two events?

2. Sprinkling was used as a sign and seal of God's Covenant of Grace (the same sign and seal as baptism).

Exodus 24:7-8

And he took the book of the covenant, and read in the audience of the people: and they said, All that the LORD hath said will we do, and be obedient.
And Moses took the blood, and sprinkled it on the people, and said, Behold the blood of the covenant which the LORD hath made with you concerning all these words.

3. Sprinkling pictures the cleansing from sin by the blood of Jesus Christ (as baptism does).

Then shall he kill the goat of the sin offering, that is for the people, and bring his blood within the vail, and do with that blood as he did with the blood of the bullock, and sprinkle it upon the mercy seat, and before the mercy seat.

c. Hebrews 9:13-14
For if the blood of bulls and of goats, and the ashes of an heifer sprinkling the unclean, sanctifieth to the purifying of the flesh: How much more shall the blood of Christ, who through the eternal Spirit offered himself without spot to God, purge your conscience from dead works to serve the living God?

d. Hebrews 10:22
Let us draw near with a true heart in full assurance of faith, having our hearts sprinkled from an evil conscience, and our bodies washed with pure water.

e. Hebrews 12:24

f. I Peter 1:2
Elect according to the foreknowledge of God the Father, through sanctification of the Spirit, unto obedience and sprinkling of the blood of Jesus Christ: Grace unto you, and peace, be multiplied.

4. Applying water to part of the body signifies the person's complete washing (as baptism does, or as the piece of bread
